At the same time, previous NHS correspondence indicates that Emily is not locatable on the NHS system through normal reasonable searches. This creates an urgent safeguarding and records contradiction: one public authority appears to indicate that Emily is known within education/care arrangements, while NHS records appear unable to locate her.
