However, I was told that I could not receive assistance without providing a postcode. The requirement for MPs to deal primarily with their own constituents appears to be a parliamentary convention or administrative protocol. I am asking Parliament to clarify whether there is any statutory legal provision that prohibits parliamentary staff from: * providing basic procedural or safeguarding advice; * identifying the correct parliamentary authority; * recording evidence relating to possible institutional abuse; * signposting a person to an appropriate committee, MP, minister or investigative body; or * referring urgent safeguarding information when the allegations extend beyond one constituency. A constituency convention should not become an absolute barrier when a person is reporting allegations involving multiple public authorities, cross-border activity, the care system, politically connected individuals or possible institutional failures. My concerns relate to the disappearance and continued absence of my daughter, Emily Newbold-Smith, after she was removed from her mother’s care as a child. I have repeatedly raised contradictions concerning her alleged placement, missing or inconsistent records and failures by public bodies to provide a clear and verifiable account of what happened to her. I am not asking you to accept every allegation without examination. I am asking you to review the evidence, identify the correct independent authority and ensure that the matter is not rejected merely because it does not fit ordinary constituency casework procedures. Please answer the following questions: 1. Is the postcode requirement based upon legislation, a formal parliamentary rule or merely parliamentary convention and office practice? 2. What procedure exists for a person attempting to report serious safeguarding concerns that affect several constituencies or public bodies? 3. Which parliamentary body is responsible for receiving evidence concerning possible institutional or politically connected safeguarding failures? 4. Will you review the attached BBC material and the recording of my call with Parliament? 5. Will you refer this correspondence to the appropriate safeguarding, ministerial, committee or investigative authority? 6. When did the Prime Minister Meet with me about Emily?
